Guidelines Facilities for Differently-Abled Persons

1. Introduction

The Persons with Disabilities Act 1995 indicates that disabled persons should have access to education at all levels. Though service to disabled children in India is more than 100 years old, the coverage of these children in the formal school system is not even 5 per cent. The report of manpower development published by the Rehabilitation Council of India reveals that more than 1,00,000 teachers will be needed in the next ten years to cater to the educational needs of disabled children in schools. Bachelor's and master's level teacher programmes are needed for preparing
teachers to help disabled children realise the objective of education for all. The University Grants Commission (UGC) will support selected university departments and colleges of education in the country to offer special education, with financial assistance available under the programme of Integrated Education for Disabled Children by the Ministry of Human Resource Development, Government of India, or within the available resources of the UGC.
The UGC had started the scheme of assistance to universities/colleges to facilitate Teacher Preparation in Special Education (TEPSE) and Higher Education for Persons with Special Needs (Differently-abled Persons) (HEPSN) during the Ninth Five-Year Plan, keeping in view the need to provide special education programmes as well as infrastructure to differently-abled persons. The infrastructure needs to be designed in a manner to enable them to easily access classrooms, laboratories, toilets, etc.

2. Objectives

The objectives of the scheme are as follows:

To encourage universities/colleges of education in the country to promote teacher preparation programmes in the field of special education.

To provide equal educational opportunities to disabled persons in higher education institutions.

To create awareness among the functionaries of higher education about the specific educational needs of persons with disabilities.

To equip higher education institutions with the facilities to provide access to disabled persons.

To provide appropriate financial assistance to disabled individuals to increase their sustainability in higher education.

To explore suitable placement opportunities for educated disabled graduates in public as well as private sector enterprises.

To monitor the implementation of all existing and future legislation and policies pertaining to higher education of persons with disabilities.
This scheme is aimed particularly at:

providing assistance to universities/colleges of education to start teacher preparation courses in special education at the B.Ed./M.Ed. level; and

Creating appropriate facilities for persons with special needs in higher education.
3.
Eligibility

College offering special education course at B.Ed. and/or M.Ed. level will be given assistance as per the following conditions.

The college/university department should have the approval of the Rehabilitation Council of India for starting the concerned teacher preparation programme in special education.

The college should have a model school where disabled children are admitted. In the absence of its own model school, the college should produce in writing the acceptance of a special/integrated school in the vicinity to function as a model school.

The college should have a minimum of five years of experience in running B.Ed. level teacher preparation courses.

The university/college applying for grant for any one of the activities of the scheme should have enrolled a minimum of 10 disabled persons, including physically handicapped, mentally retarded and visually impaired in the academic year.

The university/college should have constituted an expert committee involving faculty members from the university, experts in the field and persons with disabilities themselves. The committee should meet at least once a year to review the activities related to the concerned scheme(s).

Institutions applying for the scheme should have been approved by the UGC under sections 2(f) and 12(B).

4. Financial Assistance

Financial assistance to the university departments and colleges of education will be given by the UGC as per the following norms:

The institution must have one professor or one reader and two lecturers to run a B.Ed. course; and one professor, one reader and three lecturers for an M.Ed. course in special education in any one of the specific disability areas with a minimum of 20 students and a maximum of 30.

Assistance from the UGC will be for the Tenth Plan period and the implementing institute should give an undertaking that it will continue the course with the assistance of the state government or generate its own resources to meet the expenditure of the course after the Plan.

The implementing institute should also provide extension services to the special schools and integrated schools to strengthen the quality of special education in those settings.

In addition to the salary grant, the UGC will provide a maximum of Rs.1,00,000/- per year per institute towards purchase of books, journals, special aids and appliances for its special education teacher preparation courses.

A mid-term evaluation may be carried out by the UGC.

5. Provision of Facilities

This scheme has three components. They are enumerated as follows:

Establishment of Special Units for Differently-abled Persons in Universities/Colleges
It is a fact that uiversities and clleges are not fully aware of the needs of differently-abled persons in higher education. In order to develop awareness in the higher education system and also to provide necessary guidance and counselling to differently-abled persons, it is proposed to establish special units in universities/colleges in the country.
The functions of this unit will be to:

facilitate admission of persons with disability;

provide guidance and counselling to differently-abled individuals;

create awareness about the needs of persons with disabilities, and other general issues concerning disabilities; and

assist disabled graduates to gain successful employment in the public as well as private sector.
The special unit will be coordinated by a faculty member to be nominated by the head of the institution. He/she will work as honorary coordinator for which a token honorarium of Rs.3000/- per month will be paid. There is also a provision for the appointment of one honorary placement officer for the special unit from amongst the faculty members of the university, and he/she will be paid a token honorarium of Rs.2000/- per month.
The coordinator and the placement officer will be assisted by a team of three student volunteers who will be paid a stipend of Rs.1000/- each per month. Honorarium for all categories will be paid from the date of joining. The unit will also have a budgetary provision of Rs.30,000/- per annum towards programmes, stationery, contingencies, etc., for efficient and independent functioning in order to achieve its objectives.The disability unit will also be involved in arranging awareness programmes on disabilities within the institute and also in other higher education institutes in their respective states. A budgetary provision of Rs.20,000/- per unit per year will be made by the UGC.
In addition, the unit will also be responsible for the following:

To circulate Government of India and Commission's decisions and to collect regularly, on an annual basis, information regarding course-wise admissions of differently-abled candidates in universities and colleges for different courses, and to take follow-up action, where required.

To circulate Government of India and Commission's decisions, and to collect information with respect to appointments, training of persons with disabilities in teaching and non-teaching posts in the universities and colleges, and take follow-up action where required.

To collect reports and information regarding Government of India orders on the various aspects of education, training and employment of differently-abled persons for evolving new policies or modifying existing ones.

To analyse information so collected, under 1 to 3 above, and prepare reports and digests for onward transmission to the Ministry of Human Resource Development/UGC and any other authorities as may be required.

To deal with representations received from differently-abled persons regarding their admission, recruitment, promotion and other similar matters in universities/colleges.

To function as a unit to redress grievances of differently-abled students and employees of the institution, and render them necessary help in solving their academic as well as administrative problems.

To maintain a register of employment for differently-abled persons for various posts in the respective universities/colleges.

Any other work assigned from time to time to promote higher education among differently-abled persons. i. To do all such things as may be deemed conducive for the welfare of differently-abled students, teachers and non-teaching employees.


Providing Access to Persons with Disabilities
It has been felt that persons with disabilities need special arrangements in the environment for their mobility and independent functioning. It is also a fact that many institutes have architectural barriers that disabled persons find difficult for their day-to-day functioning.
The universities and colleges under this scheme are expected to address this problem according to the Persons with Disabilities Act 1995, and ensure that all existing structures as well as future construction projects in their campuses are made disabled friendly.
The institutes should create special facilities such as ramps, rails and special toilets, and make other necessary changes to suit the special needs of differently-abled persons. For this purpose, the UGC will make a one-time grant of up to Rs.5 lakh per university/college.

Providing Special Equipment to Augment Educational Services for Differently-abled Persons
Persons with disabilities require special aids and appliances for their daily functioning. These aids are available via various schemes of the Ministry of Social Justice and Empowerment. There may also be a need for special types of expensive equipment, which may need to be acquired by the institutes.
Availability of devices such as low-vision aids, scanners, mobility devices, etc. in the institutes would enrich the educational experiences of persons with disabilities. Therefore, universities/colleges are encouraged to procure such devices. The UGC will provide an ad hoc one-time grant of up to Rs.3.0 lakh per university/college during the Tenth Plan period.

6. How to Apply for the Schemes

Application for specific projects should be sent in the prescribed proforma in triplicate (Proforma A for TEPSE and Proforma B for HEPSN)

Each proposal should have been scrutinised and recommended by the expert committee to be formed by the implementing institutions.

7. Procedures of Processing the Application and Monitoring

The proposals received from the university departments and colleges will be placed before an expert committee constituted by the UGC for this purpose. Once the proposal is approved, the UGC will release funds as per the following criteria. For projects that are of recurring nature, the UGC will release funds for one year. The grant for second year will be released only after receiving a utilisation certificate along with an audited statement of accounts and progress report of the project.

For projects that are of non-recurring nature, 50 per cent of the total amount allocated will be released at the time of approval of the proposal. Subsequently, 40 per cent will be released on receipt of: i. progress report; and ii. statement of expenditure and un-audited utilisation certificate. The balance of 10 per cent will be released on receipt of an audited utilisation certificate. 3. A mid-term evaluation may be carried out by the UGC.

TN govt rises marriage assistance for differently abled

Tamil Nadu Chief Minister M Karunanidhi today ordered increase in marriage assistance to differently abled people from Rs 20,000 to Rs 25,000.
This followed Chief Minister's announcement in the state assembly on May 15, during the debate on the demand for grants for the welfare department for differently abled people, an official press release here said.

While Rs 12,500 would be given in cash, the beneficiaries would be given the balance amount in the form National Savings Certificates, it said.
To avail the assistance, one of the couples should be differently abled. There would be no minimum educational qualifications or income limit, it said. A differently abled person can apply for the assistance with his/her National Identity Card for differently abled, the press release added.

Tamil Nadu Government had raised the. Amount given under the marriage assistance scheme for differently abled persons to Rs 25,000. Hitherto, the assistance was Rs 20,000, an official release said.

Employment camp for differently-abled in Ariyalur

ARIYALUR: Chief Minister M.Karunanidhi accords priority for the welfare of differently-abled in the State and introduced several schemes for them, said D.Napoleon, Union Minister of State for Social Justice and Empowerment, here on Wednesday.
Addressing a function after inaugurating the welfare office for the differently-abled and employment camp for the differently-abled in the private sector at the taluk office here, the Minister said the state government had been implementing all the schemes for the differently-abled and pointed out that special concessions including three per cent job opportunities in private sector were provided to them.

Mr Napoleon pointed out that private sector units including cement companies would provide employment for the differently-abed in Ariyalur district by conducting interviews and tests.
He said that as many as 160 persons got employment out of the 450 differently-abled who took part in the employment camp conducted recently in Tirunelveli
The Minister also distributed ‘Moovalur Ramamirtham' memorial marriage assistance of Rs.20,000 each to 150 beneficiaries to the tune of Rs.30 lakh. Tri-wheeler to 13 beneficiaries each costing Rs.35,000 and free bus to eight visually challenged persons provided by the Social Welfare department. Collector T.Abraham who preside over the function, explained in detail about the various welfare schemes being implemented in the district and appealed to eligible persons to avail the benefit. S.S.Sivasankar, MLA of Andimadam, Selvaraj, District differently-abled welfare officer and representatives from several private companies participated.

Unique jobs for leprosy patients, differently abled in Mumbai

Mumbai: In an attempt to ensure equality and instil a sense of pride among the city’s physically challenged population, the Bombay Leprosy Project (BLP) has floated a unique employment programme. As part of their rehabilitation process, BLP is offering jobs at their premises to leprosy patients, and physically and mentally challenged patients. Most of them work as computer assistants, research assistants and help out in the BLP’s clerical department

“We began employing patients from within our institution as we wanted them to be integrated with the mainstream employment sector,” said Dr R Ganapati, director emeritus, BLP.
The employment training was introduced in 1993 at Dharavi and other slums in Mumbai along with the general rehabilitation process. It was started as a part of the integrated vocational rehabilitation training programme. “The purpose behind it was to abolish the stigma attached to these patients,” said Ganapati, who is also a Padmashree awardee.
Then, a decade back, computer training was provided to the leprosy and disabled patients in the slum centres. “Today, many of these trained patients assist BLP in academic work,” added Ganapati. These patients also help doctors in their routine chores and chat up with other patients, giving them company. “Over the years, these disabled people have managed to break the barriers and mingle with the abled persons. It has also boosted their morale and self-confidence,” said Ganapati.
According to Ganapati, these differently-abled people are more sincere and duty conscious than normal workers. “Many of these people get trained by us, work here and then move on for better opportunities. We are very happy for them. Many even come back later to offer their expertise and share their experiences with us,” he said.
One such person who has made it big working with BLP is Rahul Gupta, a multiple sclerosis patient. The Multiple Sclerosis Society of India (MSSI) honoured BLP for its efforts with Gupta, who is trained as a computer assistant at BLP. The organisation was presented with the Best Employer 2010 award at function held to celebrate the MSSI’s silver jubilee this year. “Working at BLP has instilled a lot of confidence in me. My workplace has also supported me by offering a job that involves me working on a computer,” said Gupta.
Sanjay Kulkarni, who has been working as a computer assistant at BLP for the last four years, said the understanding and homely atmosphere at BLP has helped him gain confidence. “I commute from Dombivli by train everyday as I get to learn a lot of things here,” said Kulkarni, who has also picked up lessons in photography.
However, even though the organisation keeps doing some great social work, they are facing a shortage of funds. “It is difficult to ensure continuous flow of donations. We have had to close down several training centers that were imparting lessons in tailoring and painting due to lack of funds. I appeal to the people to contribute towards the society,” said Ganapati.

32 MBBS seats and 2 BDS seats were allotted to physically challenged students

Counselling for admission to the MBBS seats for the academic year 2010-11 in the State got under way on Monday. Handded over the admission letters to 12 toppers who had scored 200 out of 200 in all the four subjects by Health Minister.

The Tamil nadu State Health Minister M.R.K. Panneerselvam said that "the second phase of counselling for admission to the three government medical colleges in Dharmapuri, Tiruvarur and Villupuram was likely by the third week of July".

At the end of the first day, 78 students, including the toppers, were allotted seats in various medical colleges in the State, said Sheela Grace, Secretary, Selection Committee. Earlier in the day, 32 MBBS seats and 2 BDS seats were allotted to physically challenged students, 3 MBBS seats under sports quota and 2 MBBS seats for children of ex-servicemen.

On 29th June(Tuesday), counselling was held for open competition for all communities, for which the cut-off will be 197.75. On June 30, counselling for Backward Classes with a cut-off of 195.75 was held. On July 1, students belonging to MBC (cut-off 193.75) and Backward Class Muslims (194.25) will be held.

Counselling for SC (cut-off 189.50), SC Arundathiar (185.25) and ST (180.25) candidates will be on July 2, the last day of counselling. Candidates absent for the first phase of counselling would not be able to attend the second phase.

Modified luggage room coaches earmarked for differently abled

Recognising the need of physically challenged persons, Railways have decided to make special arrangements to accommodate them in all Mail and Express trains. Second class luggage room coaches are being modified to facilitate boarding of trains by the differently abled persons.

"It has been decided that all Mail and Express trains with modified coaches known as SLRD coaches will have reserved seats for physically challenged persons," said a senior Railway Ministry official. Doors of SLRD coaches are being widened to facilitate the boarding of passengers with wheel-chairs. Railways had made a commitment to a parliamentary committee to make special provision for facilitating boarding of trains by physically challenged passengers.

There are total four seats in unreserved category in SLRD coaches and now these have been earmarked exclusively for the physically challenged passengers and their escorts. However, this will not be applicable to fully reserved trains like Garib Rath trains. Besides the SLRD coaches, Railways have also decided to provide 'handicapped quota' of two sleeper class berths -- one lower berth for the physically challenged person and the middle berth for for escort. "The handicapped quota was earlier withdrawn after the introduction of SLRD coaches. Now it has been restored," said the official (zee news)

PENG Shuilin is 78cms high. He was born in Hunan Province , China .In 1995, in Shenzhen, a freight truck sliced his body in half.His lower body and legs were beyond repair.
Surgeons sewed up his torso.Peng Shuilin, 37, spent nearly two years in hospital in Shenzhen, southern China ,undergoing a series of operations to re-route nearly every major organ or system inside his body.Peng kept exercising his arms, building up strength, washing his face and brushing his teeth.
He survived against all odds.Now Peng Shulin has astounded doctors by learning to walk again after a decade.
Considering Peng's plight, doctors at the China Rehabilitation Research Centre in Beijing devised an ingenious way to allow him to walk on his own,creating a sophisticated egg cup-like casing to hold his body, with two bionic legs attached.
It took careful consideration, skilled measurement and technical expertise.Peng has been walking the corridors of Beijing Rehabilitation Centrewith the aid of his specially adapted legs and a re-sized walking frame.

RGO is a recipicating gait orthosis, attached to a prosthetic socket bucket.There is a cable attached to both legs so when one goes forward, the other goes backwards.Rock to the side, add a bit of a twist and the leg without the weight on it advances, while the other one stays still, giving a highly inefficient way of ambulation.Oh so satisfying to 'walk' again after ten years with half a body!

This move will change the attitude of the society towards the social rights of differently-abled persons,” he said. Nearly one lakh people tie the knot every year through Bharat Matrimony. Till now, nearly 20 lakh people have got married through the website, Janakiraman said. Tamilnadu differently abled government employees association's federation' s state conference will be conduct on 19th of this month in word university service center at chennai chethupet. professor of anna university and state general secretory Ponnusamy will preside the conference. The welcome address will deliver by state president Srinivasan. Sate treasurer Chandrakumar, Tamilnadu social welfare minister Geetha jeevan, parliament members Thirumavalavan, Elangovan, Tamilnadu differently abled association's federations state president Chidhabbaranathan, General secretory Chimmachandran and all the office bares, members from various district will be participate in this conference.

Trichy district differently abled association's monthly meeting held on last Sunday. The
secretory of the association Marikkannan was
preside the meeting. in this meeting following resolutions are taken, such as

1. Should take need ful action to give free note books for diffidently abled students in July first week.

2.Giving request to withdraw the new government order for producing medical certificate when making travel in government buses with helping person.

3.To participate in the conference of Tamilnadu differently abled government employees federation's on 19th of this month and etc.

Treasurer Venkraman, explained the resolutions. Organizer Balakrishnan and members were participate in this meting.
